HITS, the catalogue service shall return an empty <GetRecordsResponse>element with the numberOfRecordsMatched attribute set to indicate the number of hits

RESULTS
RESULTS, the catalogue service should generate a complete response with the <GetRecordsResponse>element containing the result set for the request
